In real estate what is a property portfolio? Is it one owner of multiple properties?

Can a number of property owners gather together select properties, bulk them together with an unanimous agreement, and say " these properties are the portfolio of ACME properties, et. al., " for example,and offer that portfolio for sale?

Can someone get under contract multiple properties under one name, and be positioned to call it his/her portfolio, and either assign the contract, or do a back to back closing to and end buyer?
