Assuming a VA Loan

Looking for more information in regard to assuming a VA Loan from someone. What type of transaction fees should I be looking to pay and is there a down payment required? If so, how is that determined? Any additional advice is helpful. Thanks in advance.

I believe the funding fee is 0.5% of the remaining loan balance, plus maybe another $500 - $1,000 in lender fees.
