Need assistance with client situation

Hi Everyone 

I have a client who is interested in buying land and building a residential home as well as a large out outbuilding to start a mechanical shop. 

I have done some zoning research and it is a big hassle especially with them being out of state (looking to move back home) to try and jump through all the legal hoops to do this. 

I’m curious to see if anyone has any experience in this sort of subject as if it would be easier to buy a home with a building already on it then ask the township for a permit or if we should continue to look to buy and build.
