Project based Section 8 building// HUD certified property management company

Hi- Does anyone here have any experience in buying a project based Section 8 building, we are in middle of some negotiations. 

The HAP contract transfer seems to require prior experience. What is generally needed to become HUD certified property management company? Any suggestions?
