3 Unit Multi Family - No lease in place - advice?

Buying a 3 unit multi family in Brooklyn (Greenpoint). 3rd FL unit is vacant, 2nd FL unit has a lease good until Feb 29 2024, 1st FL unit has no lease. The seller and broker are difficult to deal with, not forthcoming with information. For the first floor they will not provide any copy of an old lease and will only provide last two months of payment history for the building. They also lied and said 1st floor paid $4000, the last two months show 1st floor pays $3400.  I know NYC is very tenant friendly. I'm looking for advice of what to do before owning the property. Should I try to get the seller to get a lease in place with a price I would accept? I thought it was $4000, I would like to at least get it to $3700. Any advice would be much appreciated as if I can't figure this out I may not move forward with the deal.
