Agricultural land use

 I looked at a property yesterday on the river. Zoned for agricultural land. It can have power and septic hooked up. I need to find out if I can put an RV on there and rent it out. Short term rental.

I talked to the planning and management department of the county and they could not tell me if I can do a short term rental on that property . He said I would need a lawyer to find out because they not able to give legal advice.  
 
Has anyone done this before? Any information is appreciated.
