Getting listings as a realtor

Hi everyone, could I ask you a question related to listings? are we as real estate agents allowed to send postcards or emails to Builders in order to offer our services? Is that anyhow a violation to the rules and regulations of real estate? I mean i am not going after their specific listings, I'm just sending postcards in general, introducing myself and offering my service if ever needed. I asked my broker and he told me it is a grey area. What is your take on this? thank you!
