Buying tenant occupied condo Los Angeles, rent below market, what to do?

I've found the perfect apartment to buy at a great price, but there's a catch—it's currently occupied by a tenant. The tenant pays well below market rate, probably about 50% less due to the property's condition.

I'm curious if anyone has experience with tenant eviction in 2023, particularly in the Los Angeles area. I understand there's a procedure to follow, but I'm also aware that there may be limitations when dealing with older or ill tenants. I'd appreciate any insights on this matter.

I understand the advice of not buying if it's not vacant and asking the owner to evict them, but if I'm really set on buying and the owner won't cooperate, what are my options?
