Real Estate Investment opportunity near TRP, NC

I'm a CA Real Estate investor looking for opportunities near Cary, Morrisville or Fuquay-Varina Area. However, I found out that new constructions in these area are not accepting out of state investor. Besides, I heard that some HOA would restrict whether the property can be a rental unit or not.

I would need advice on how to find TRP, NC properties that will accept out of state investor and how can I be sure the I can make it a rental unit after I bought.
