What do think of Franklinton house investing?

Hello team, 

I got some deals from my Real estate agent in Franklinton at the zip code 43222. I am a new investor. I have never been to Ohio. I lived in the DC area but now working overseas. The deals are duplex selling around 350K. I need advice on two things. 

1. The area. Is this a good place to invest, particularly regarding crime and vacancy? Do you see some potential in that area. Is this zipcode part of the Sullivant area? 

2. Is the price on the high end for this area. it is already an on market deal. How low can I go for an offer?
