Purchasing a property with strict community rules

Im talking with a seller who is selling a townhome in a community with strict rules. Currently vacant and full of stuff. He would need to clear the place out and find a tenant prior closing the deal with us so that the payments are coming in. The apparent community rule is: Once purchased, must own property for 2 years before being able to lease it out. So we are considering purchasing once the tenant is in place to bypass this rule. 

Are there any others out there with experience in this situation? What are the best ways to help a seller find a tenant? Highly motivated to help this guy because he has 3 other properties he is selling, can possibly negotiate a package deal for all 3-4 properties.

PS: Im fairly new to the game, I may not have explained it perfectly but happy to add on if there are questions.
