Strategies for purchasing land

I am looking at a piece of land that has an old stone building on it and an illegal pole barn on it. The property is in a flood zone and next to a river so building on it will be very difficult. The property just went up for auction because the last owner stopped making payments and has been returned to the previous owner. Because of all the challenges this property holds what are some different strategies to purchase this property from the owner? I would like to use this property as a glamping site.
