Buying from a Chapter 13 Owner

Hi everyone, 

I found a property around a month ago that is in bankruptcy. The owner filed for Chapter 13 back in 2020 and I've read some of the court documents to get myself familiarized with their situation. My question is, can I make an offer on this property? It is not listed anywhere, nor do I know if the owner is even open to selling. The real estate agents I've talked to don't know how to proceed with it, leaving me to do all the digging myself. 

I have the contact info for the Trustee and the law office representing the owner. The trustee would need to approve any sale. Anyone have experience with something like this? Can I just make an offer?
