County Owned Property/Parcels

Hello all,

I am looking to purchase  a property that is owned by the county and I know this because HCAD.org lists the owner as "County of Harris" with a $0 value. I live in Houston TX and a few parcels I am interested in buying anyway possible are owned by the county but I have no idea how to approach something like this since I am new in real estate. I know that City properties are sold through an auction that is put on sale at the appraised value for that year. Is this the same for County property? Thank you in advance for any advice or information you might have.
