Advise on How to Make an Offer on City Owned Land?

Hi Everyone,

I was wondering if anyone could give advise on how to assess an appropriate offer for an off-market, undeveloped plot of land that's owned by the City? I found a property that was sold a while ago and hasn't been touched since. The APV is fairly low- so I don't know what a good offer for the land would look like- any ideas or feedback, I'd greatly appreciate it!
