Flood Insurance Post Ian

My wife and I found THE exact condo, market and deal we desire for our first beach STR (only one other property in the Smokys). Realtor has been wonderful to get us insurance referals but we are about to lose the deal with post Ian flood coverage underwriting (in COBRA zone) being tumultuous to say the least. No one can find coverage. Any advice on being able to crack this last nut before making an offer? Or will the state of the union for flood premiums and future hikes be so insane after Ian we are really dodging a bullet from a future affordability standpoint anyway?
