Selling Infill Lots in HOA Neighborhoods

I work for a land investment company dealing exclusively with vacant land. We recently acquired quite a few infill lots and previously we've worked mostly with larger, more rural lots. It's been slow going with getting them sold so we're reevaluating our strategies. We've been thinking about trying to market to local developers. Any tips on marketing these types of properties or thoughts on getting started working with local developers?
