Phenomenon? Explanation...Short Sale?

I am currently scoping an investment property in a large development; approximately 1,000 home built within 5 years of one another. Several homes in this neighborhood are listing well below comparable value...are these likely short sales? Is there a reason a home would sit on the market at a great price and simply not sell for 3-4 months. This seems odd to me. ANy insight is appreciated.
