Seller Advertised Non-Existent HVAC System

I purchased a two-unit multi-family home in Washington, DC in November 2021. The sellers noted in their disclosures that they had 1) a gas furnace for heating and 2) a heat pump system for cooling. My home inspector confirmed that there were two heat pumps for each unit, and did not bother to check the condition of the furnace since it was obsolete and no longer was the heat source for the house.

I moved in and tried to heat my home with the heat pump system, and came to find out that one of the two "heat pumps" was a cooling-only AC unit (this AC unit was not mentioned anywhere in the disclosures). Luckily, I was able to use the furnace to heat the AC-only unit in the winter. The second unit has a working heat pump system. Is the seller liable for delivering the missing heat pump system? I was quoted $15,000 to replace the AC system with a heat pump system.
