how can i buy rental property if im stuck in a current home loan

Hey everyone, im currently financing a home with a program called naca and they have lean on the home for 25,000 ,also i must keep this home as my primary residents and am not able to rent out unless i refinance the home ,what would you suggest i try to do if i would like to try and obtain property to rent out ,due you suggest i try to refinance and rent this house out or sell and have the proceeds from the sell cover the down payment for a duplex , or should i whole sell houses to earn cash for down payment on duplex and if so would i be able to finance this duplex being i already finance the current home i live thru naca
