Refinance Appraiser question

Hey Bp!

So I’m refi. My house hack duplex. And the bank sent an appraiser out as normal.  So when he was doing his job, he had a few questions, that I answered to the best of my abilities. But he keeped asking about an egress that he thought was not right. And said he would have to talk to the town manager about it. Cause it would affect his decision. 

I bought the house thru fha, then I got it refi. And the appraiser was there for 15mins and was ok. But I’m now refi with cash out. Is it normal for and appraiser to go to the town manager cause he’s not happy with the egress location?
