Ventura County Lien Auction

Was seeing if anyone had experience with the Ventura County Lien Auction. Was able to get the list from the county but had some questions for the auction. I wasn't  sure if the properties on it are free and clear of mortgage? I know I can't go in to the properties, would it be worth having a title company run title to check for any liens or things that you cannot see from the outside?
