Family Compound logistics in Italy - Portugal

Hello,  I am drawing a blank with searches on the internet on this. Wondering if anyone here knows about the laws and regulations for either renovating an existing multiple building residential (not an apartment building, more like country villa estate) property or building one new in Italy and or Portugal. Thanks!
