Mobile Home Park Infill Opportunity

We own a 97-pad mobile home park near Fort Bragg/Fayetteville, North Carolina that's currently 50% occupied with 50% TOH and 50% POH. 

There's space on the parcel to build an additional 80 pads, for a total of 177 pads. 

Are there groups that focus primarily in military markets, and also specialize in infill/development of new pads?

Somewhat of a specific niche, but also an opportunity to get in at a decent basis for a group with the appetite for value creation.
