Mult-Unit Property Purchase Issue

Hello,

So currently I'm looking for a multi-unit property for me to purchase with an FHA loan. All of the properties that I am looking at seem to have no vacancy. I'm ready to buy, but there seems to be a very low vacancy rate in my area. Any suggestions?
