Must be certified with NYS to rehab Mobile Homes?

Hey guys,

I was just informed that there's a law requiring you to be "certified" with NY in order to do rehab to mobile homes.  This is the first I'm hearing about this.

I've looked on the states webpage and there is indeed a certification program, but I can't tell if it's specfically for dealers who are buying/selling mobile homes.  Does this also apply to a company who owns mobile homes in their mobile home park?
