Utilities expenses on private well & Septic System

If the park runs on well and septic, there should not be a utility expense for the park owner, correct? Of course there is the maintenance part. But other than that, there shouldn't be any bills to be paid right. I am finding on the seller's tax return thousands of dollars of utility expense... confused?

@Charlotte Dunford why wouldn't there be utility expenses. You have to pump the water to each trailer. You have to pump the septic, in my personal house I pump every 2 years, in a MHP I would expect that to be more frequent. I f the park has security lights that would be the owners responsibility. Dumpsters would be community garbage not individual.
