Market Criteria for MHP
If you find a park in a town with 4,000 population, but the metro the town belongs to has 600,000 population. Would you consider this market?

Population is one of many consideration when evaluating a market. The population size you mentioned is fine as long as other factors check in.
Look at the local infrastructure, jobs, major industries, main employers in the area, close proximity to highways, availability of supermarkets, crimes, school ratings at a minimum.
