Michigan MHP Licensing Rules

I am a new investor looking to get started with a mobile home park. I have been researching what it would take to purchase an existing park in SW Michigan. Could someone help clarify the licensing rules in Michigan for me?

My understanding based on what I read on the LARA website is that there are 2 kinds of licenses: A MHP Dealer license and a MH Installer/Repairer license. In what case would the owner of a MHP need each of these? For example, if there were park owned mobile homes being rented by tenets, would I need the Installer/Repairer license to be able to do repairs on the rentals? Would I need the dealer license in order to sell the MHs that are currently being rented?
