Mobile home park development.

I found a mobile home lot that can hold up to 15-16 mobile homes and comes with 3 on site. It is not developed at all and the 3 units that are there look like they are just in a field. It is a 2 acre lot and the county says 8.8 units per acre.

What are the typical expenses when getting a mobile home park developed and what are some things to think about if I were to try and get a park started.
