RV pad to Mobile Home pad

I am not too familiar with mobile home parks had some questions:

What is the difference between an rv pad and a mobile home pad?

Can they be interchanged fairly easily?

Are there utilities that need to be installed for the conversion? Zoning requirements? etc?

Zoning needs to be changed, septic, hydro etc. RV lots likely are not large enough to meet MHP codes.

Most is just money the biggest problem is that municapalities will likely never agree to change zoning.
