Submetering water in 38 space Indianapolis park

Hello,

I have recently purchased a 38 space mobile home park in the Indianapolis area.  Via the research and books I've read I see that it makes sense to submeter the water in this park.  Since tenants don't pay for it they abuse it.  Also, just makes sense for tenants to pay for utilities.  Initially I was concerned that if I charge for water that tenants would leave.  I am no longer worried about this.  What I'm looking for is some advice and or direction on how I can begin due diligence on finding best submetering solution?  If anyone has experience in this area and or can refer me to a potential subcontractor in the Indy area that would be great!

Have you heard of the RUBS system?  It is just an allocation formula that sp,it's the water bill up among the residents. You can tack it on the rental bill. Easy, free and straight forward. Just google "rubs water sub metering". 

 Again check on local laws; RUBS is not legal everywhere.
