Lot rent with stick built homes

Good Afternoon.  

I am looking for any information I can find regarding building a community on a large parcel of land, selling the homes, and collecting lot rent. This would be similar to a Mobile Home Park, minus the mobile homes. Trying to figure out if I would need to permit the property as a mobile home park, or if it would simply be some variation of a Condo except the HOA also includes lot rent payable to the owner and not an HOA.

Any information is appreciated.
