@mention seems to miss some names

I was looking to mention @Ed O. in a post and for some reason his name doesn't populate the list the comes up. Lots of others but not his name. I saw that Phillip Dwyer was able to mention Ed though.

It made me curious. I'm able to use at mention for people regardless of if I follow them or they follow me.
