Odd behavior on Marketplace: one listing always on top

Whenever I go to the marketplace, one particular listing is always on top. Its subject line is:

!!!! West Philadelphia Triplex Off Market Listing !!!!

All subsequent listings appear to be in order by last update. Did the guy with the Philly triplex pay for top billing? If so, I'd like to see more transparency - it should be tagged as a sponsored post. If not, then there may be a bug in the BP algorithm.
