Top floor shaky , winds @50mph, normal?

I own a fourplex out of state and during a brief chat with tenant about how things are they mentioned everything is okay but he briefly mentioned to me when winds were blowing at around 50 Mph his topmost unit was feeling shaky but none of the lower units expressed any concerns.Although the tenant did not put it as a concern, I just want to be sure if it’s normal to have some shakiness when winds blow heavily.Appreciate your inputs.
