203k Contractor License Requirement?

I am in the process of getting a home via 203k Streamline/Limited. My lender says that the GC needs to provide a detailed scope/bid, insurance/bonding, resume and a LICENSE. I am simply looking to get the roof reshingled (not even sheathing work).

The home is in Orange County, NY where there is no license requirement on the county level. It is also within the Village of Woodbury where there is also no requirement for a license other than for Electrical / Plumbing. 

My contractor primarily works in NYC but does work in other county's that only require insurance/bonding/tax ID. 

How is he supposed to show/provide FHA with a license in a jurisdiction that does not give any out??
