Inspection report analysis

Done an inspection for a property which I was planning to buy. The inspector told the

Foundation wall is bowing and/or leaning. Inspector also told its minimal and need to clean the gutters and create slopping to move the water away from the foundation. Is it safe to buy a property with this issue ? The seller setup gutters for this issue on 2017.
