I too have been looking for good BRRRR contractors in San Angelo. So far, the ones I've talked with and would recommend are more fix and flip contractors that work primarily in high-end remodels. Let me know if you'd like their info. One is a solo guy that'll work with you on every aspect of the project and will lower your costs. He takes longer than most, but does good work. The other is more like a traditional GC, who works with a local builder/developer. Let me know if you come across anyone that's used to more traditional BRRRR rehabs!
