Hawaii contractor question

Looking for any info from Hawaii investors or contractors.  Got a dryer vent in a condo where the dryer vents inside to a small catchment/reservoir. 

Is this legal or typical in Hawaii? Since it's in place already would it be grandfathered in if no changes are made to this? How does IRC approach this?

Any insight is welcome, thank you.

I have seen dryers with absolutely no vent and lint everywhere posing quite a fire hazard. I've also seen venting to a water-filled type of filter. 

I don't know about the legality/IRC--you'd have to contact the county in which the property is located--but it's never posed a problem in home inspections in selling condos. 

I really doubt the County is going to come in and make you change your dryer filter, Tom. Remember, "this ain't the mainland." :)
