Providing Plans/Blueprints to Buyer of New Build Home

Hello all,

I am wondering if it is standard (or required by law) for the seller of a new-build home to provide plans and blueprints of the home to the buyer?

If not, and the seller is not willing to provide plans, is there any other way to obtain copies of them?

If it makes any difference, this home is in Fairfax County, Virginia.
