Estimate for Plumbing and Electrical

Hi all,

I saw a small 2 bedroom apartment in Long Beach, CA a few days ago so I contacted my agent and I wanted to send them my offer for it. However, I just found out there are some Electrical and Plumbing problems (I don't know how bad it is). This is a single unit house with only 560 sf. How can I estimate the electrical and Plumbing costs without even seeing the unit? Or a better question might be is it even possible?
Tomorrow I'll contact the sellers agent to get more info on problems. Meantime, I'd like to learn how do BP members deal with these issues.
