Need Remodeling/Asbestos Advice!

Looking for advice on the situation below:  

I am remodeling our basement. I believe the tile in the basement may contain asbestos. Our house was built in the 1950s and the tile is 9x9 so most likely it would test positive. Currently, the tile is covered with carpet squares which are not glued down so I can easily pull those up without disturbing the tiles. I will not be removing the asbestos tiles and I plan to cover it with sheet vinyl. so my question is if I should use a floor sealer before I put down the vinyl and what type of sealer should I use?
