Who Takes Care of Connecting Utilities During Rehab

I have a quick question:

I'm doing my third rehab and the new contractor I am dealing with is asking that I connect utilities to the property. I'm not sure if the contractor in my previous rehabs connected the utilities himself or if they were on anyway (I suspect it's the former).

So is it customary that the contractor deal with connecting the utilities while he rehabs the property? I just want to make sure the contractor is not trying to get me to do some of his job.
