Retaining Wall in ECAs

Hello,

 We hired a licensed contractor to build a 3.5-foot high retaining wall on our property, and also put up a fence and cleared some shrubs. As soon as we found that we needed extra approval for this, we visited the DPD downtown, and were told to file certain forms, which we are doing. Do the retaining wall company responding for this problem or not?
