apartment construction

I have these 2 adjacent properties both R4 in a densely populated area in Koreatown, Los Angeles. Land area 9600 sq ft. Land and title not clear. Fronting the property ( across) is an onging 45 units condominium construction. Has no money to put towards apartment construction.  What  are the steps.
