Chiminey repair looks off

Hey so I have pretty steep peaks and my chimney had bricks falling off. A local contractor did a job and intially quoted me $2500 for a rebuild for a chimney intially were suppose to do the following, but do you think work was done?  Is $1500 what this is worth? 

ITEM(S) did not happen 

New Chimney rebuild

  • Tear down chimney to roofline
  • Rebuild using brick that match existing brick on house
  • Dye mortar joints to match existing mortar on house
  • Install new cement crown
  • Install new stainless steel cap
  • Waterproof

THIS Is what was done 

but went out and said they only and want to charge $1500 

-  the chimney (repaired mortar joints)

• Rebuilt the top of the chimney

• Replaced missing bricks

• Ground out the entire chimney (removed old mortar)

• Applied new mortar in all joints

• Ensured the chimney is solid and safe

• Did not fully rebuild due to steepness and lack of a lift

these are before and after can you tell me if work was done? It looks like only a couple bricks done
