Retaining Wall / Landscape Contractor or Civil Engineer (North San Diego County)

Looking for a Civil Engineer and/or Landscape Contractor who can bring
some wall block retaining walls up to code. Also need someone to draw up a set of plans.
Some walls exceed 3 feet.   Any recommendations would be greatly appreciated.
