Moscow ID Duplex - Converting to separate parcels

We are in the process of purchasing a duplex in Moscow, ID and want to convert the property to separate parcels.  We haven't done this before, but have heard it's possible.  Does anyone know the process and/or estimated cost of doing that?  Any info is helpful - thank you!
