Building Permit for Egress Window

Hi Everyone. My first post and my first rental property. The previous owners finished two rooms in the basement but I need to add an egress window to each room to make them legal bedrooms. I have a licensed contractor who is able to do the work, but the township is telling me I need to submit an architectural drawing to be approved for the permit. I contacted several local architects who are ballparking the drawing to be in the $5k-$8k range. Is it common to have to pay this type of money to pull a permit for an egress window?
